Capacity building of Education System- Nodal Teachers, Nodal Girls and district-block trainers for Weekly Iron Folic Acid Supplementation Programme - A concept note

Background: The prevalence of anemia is very high amongst adolescents, According to NFHS III, in Rajasthan over 55 per cent of both adolescent girls and boys suffer from some type of anemia. Comparison of the data from NFHS II survey shows that there is not much change in trends of anemia in adolescents. GOR had initiated adolescent anemia control programme  in the state since 2007 with a model in 1 district and gradually scaled up to the entire state by 2010-2011, but the programme faces several challenges in terms of its implementation.
The Ministry of Health and family Welfare, Government of India has launched the Weekly Iron and Folic Acid Supplementation (WIFS) Programme to reduce the prevalence and the severity of nutritional anemia in adolescent population (10-19 years). The target group for WIFS includes school going adolescent boys and girls and out of girls. With state health department being a nodal department, WIFS builds upon the existing adolescent anemia control programme in the state.

Capacity Building of Dept of Education for WIFS: One of the key features of the programme is use of convergence mechanism for reaching the target segments. WIFS will be implemented through joint collaboration of Health, Education & ICDS Dept with Health Department being the nodal department for its implementation. Capacity building of the functionaries is one of the key activities for successful implementation of the programme. It will lead to clarity in the roles and responsibilities of concerned officials so that programme can be facilitated in an easy manner at all levels. Functionaries across all levels will be provided training and resource material to help build up the skills for effective implementation and monitoring of the programme.  AS concurred by Commissioner SSA, in the meeting held by partners (Education, Health, UNICEF) it was agreed that:

  • State Institute of Education Research and Training (SIERT): SIERT will be involved as a nodel agency for orientation/reorientation of the state level resource team for WIFS with the support of UNICEF.
  • The frontline line functionaries would be oriented on WIFS by the district teams through the NRHM support.

SIERT is having past experiences in training and capacity building of Adolescent Anemia Control programme handling projects which involved preparing, testing and developing packages of instructional material, creating, awareness of the importance of nutrition, health education by conducting meetings, testing and devising means for the same. SIERT has developed IEC and module in organizing trainings programmes for various district level officers and state level officers to make them aware about their roles and responsibilities in the programmes of Adolescent Anemia Control project.
Therefore it is proposed to have a training plan for the first phase of WIFS rollout for the Department of Education to cover boys and girls of school going children age 11-19 years, across the state. The following plan is proposed for the capacity building:

  • State Level Training of Master Trainers by SIERT: State institute of Education Research and Training (SIERT) SIERT will be involved as a nodal agency for orientation/reorientation of the state level resource team for WIFS with the support of UNICEF. SIERT is having past experience in training and capacity building of Adolescent Anemia Control Program. SIERT has developed module in organizing trainings programs for various district level officers and state level officers to make them aware about their roles and responsibilities in the programs of Adolescent Anemia Control project. SIERT with its past experience and the inputs from UNICEF will develop the module and resource material for training. Thus SIERT will train 20 state level master trainers. This training will be held in Udaipur for two days duration.
  • State Level Orientation of DIET's Dist Master trainers by SIERT:  State level resource team will build capacity of next level trainers i.e. district level trainers from DIET's. From each DIET, two trainers will be trained for one day and thus a district level resource pool of trainers will be built. The place for this training will be SIERT Udaipur. The module and resource for this training will be developed by SIERt with the support of UNICEF.
  • District level orientation of District/Block Officers through DIET's: District level Trainers of DIET's will be training the next level of trainers i.e. DEO's/BEEO's/BMO's/DD's/CDPO's. The resource material developed by SIERT will be utilized for this training. This training will be supported by Health Department. These trainings will be held in all Districts through DIET's.
  • Training of Nodal Teachers at Block level: Team trained at district level will further train the frontline trainers i.e. nodal teachers at block level. From each school one nodal teacher has been suggested to be trained for one day. The batch size will be of 30 participants. This training will be supported by Department of Health.
